Story Characters

I am writing a short story for an English class, but my characters feel very flat. They talk and move through the story, but they do not seem like real people. I came across take my English assignments while searching for study help, but I want to improve my own creative writing. Should I give each character a clear goal or a personal problem? Would writing a short background for each person help? What simple tricks do you use to make story characters feel more real and interesting?
